JOB TITLE:                                Human Resources Manager
DEPARTMENT:                          Human Resources
IMMEDIATE SUPERVISOR:       Mayor   
STATUS:                                    Full-time, Exempt, Classified, Non-bargaining, Excepted Appointment.
COMPENSATION:                     $50,000.00 - $55,000/year (target starting salary) plus full City benefits including
                                                  vacation, health care and retirement

POSITION SUMMARY

The City of Streetsboro is seeking a qualified, detail-oriented person for the position of Human Resources Manager.  This position is responsible for the competent execution of all of the City’s HR and employee benefit functions for approximately 97 full-time and 32 part-time employees, including:

  • Recruiting, onboarding, separation and employee benefits functions.  Properly documents personnel changes and discipline.  Ensures proper maintenance of personnel, medical and discipline files.  Serves as primary point of contact with retirement plan agencies (OPERS and OP&F), bureau of unemployment compensation, and third party administrators in health insurance, workers’ compensation and COBRA. 
  • Serves as primary staff person to the City’s Civil Service Commission.  Coordinates exams, receives grades, and prepares eligible lists.  Prepares meeting agendas, minutes, orders, etc.
  • Maintains and revises employee handbook, organizational charts, classification plan, employee roster and job descriptions.  Certifies proper rates of compensation and benefits entitlements to payroll department.
  • Conducts annual health insurance enrollment.  Assists employees with health insurance and benefits questions.  Stays current with health insurance issues and assists elected officials with review of health insurance program changes.    
  • Processes requests and assists managers in resolving questions involving FLSA, ADA, and FMLA, USERRA and labor contract issues, disciplinary matters and annual performance evaluations. 
  • Compiles and maintains collective bargaining agreements and related documents; assists the Law Department in handling grievances, arbitrations and collective bargaining.      

 EDUCATION AND EXPERIENCE

  • Bachelor’rsquo;s Degree from a 4-year college or university, and minimum two years related experience. 
  • SHRM/PHR certification preferred.
  • Must possess a valid State of Ohio driver’s license.
