JOB TITLE: Municipal Engineer
DEPARTMENT: Engineering
IMMEDIATE SUPERVISOR: Mayor
STATUS: Full-time, Exempt, Unclassified, Non-bargaining
COMPENSATION: $90,000 – $113,400/year (target starting salary) plus full City benefits including vacation, health care, and retirement.

POSITION SUMMARY:

• Supervise, train, and evaluate assigned engineering and technical staff, fostering a collaborative and productive work environment.
• Review and approve subdivision plats, site plans, grading permits, and erosion/stormwater control plans for compliance with city ordinances and engineering standards.
• Monitor development activity from design through construction completion.
• Manage the full lifecycle of contracts for consulting services and construction, including preparing Requests for Proposals (RFPs), negotiating scope and fees, reviewing bid documents, and approving pay applications and changing orders.
• Work closely with other department heads, developers and contractors regarding work activities and projects.
• Review in-progress and completed maintenance and improvement projects, establish priorities for short-term and long-term maintenance projects and coordinate implementation.
• Administer the annual road improvement Program.
• Coordinate utility relocation, easement and ROW acquisitions and ROW permits.
• Project management of city-initiated public works projects
• Administer contracted projects for the city as directed.
• Respond to public inquiries, investigate and resolve complaints, or refer to appropriate individuals or departments for resolution.
• Manage grants and attend meetings with funding agencies such as AMATS, OPWC, ODOT, etc.
• Performs onsite field inspections when conflicts and/or disputes occur.
• Plan, develop and implement operating and capital budgets, and monitor expenditures to ensure adherence to such.
• Coordinate with consulting engineers for water, wastewater, roadway master plan updates, and impact fee studies.
• Provide information to and communicate effectively and amicably with other city departments, engineers, county, state, and federal agencies.
• Prepares and performs verbal and written presentations to Mayor, City Staff, Boards, Commissions and City Council as required.
• Meet with all prospective developers, landowners, and real estate companies, to discuss Planning, Zoning, Subdivision Platting, and infrastructure.
• Attend various city administrative meetings, i.e., all City Council meetings, and other meetings as needed, including Planning & Zoning meetings.
• Perform all other tasks, as required or assigned by the mayor.

QUALIFICATIONS:

• Completion of a bachelor’s degree in civil engineering or related field with a minimum of five (5) years engineering experience; or equivalent combination of education, training, and/or experience. Experience with municipal engineering projects a plus.
• Possession of a Professional Engineer’s License
• Knowledge of: Principles and practices of Civil Engineering as applied to municipal public works (streets, traffic, water, wastewater, stormwater, and drainage).
• Knowledge of: Federal, State, and local laws, codes, and regulations governing municipal engineering, and public contracting.
• Experience planning and directing difficult projects and supervising the work of professional engineering staff.
• Ability to speak audibly, coherently, and effectively on prepared topics to large and small groups of people such as boards and commissions, and city council.
• Ability to use Microsoft Office suite to compose, type and otherwise prepare documents, spreadsheets, presentations.
• Must be eligible to work in the United States.
