The Director of Public Services, by the authority of Section 743.02 of the Ohio Revised Code, shall make bylaws and regulations as deemed necessary for safe, economical, and efficient management and protection of water works of the City of Streetsboro. Such bylaws will have the same validity as ordinances, when not in conflict with the Constitution of laws of the State of Ohio
